Hong Kong P1 school nets and addresses: school selection and allocation
Administrative districts, P1 school nets and secondary school nets are different concepts.
Two separate allocation systems
P1 school nets apply during the Central Allocation stage of government and aided primary school admission. Discretionary Places Admission and Central Allocation are separate stages.
Secondary school nets belong to Central Allocation under the Secondary School Places Allocation System. They differ from P1 nets. Administrative districts cannot be treated directly as either type of school net.
Central Allocation school-net rules cannot simply be applied to DSS school-based admission. Schools publish their own application channels.
Verify private school application and school-net arrangements individually. Central Allocation coverage cannot be inferred from private-school status.
International schools have a separate search service. Verify each school's application and school-net arrangements.
Addresses and transfers
P1 Central Allocation includes address and address-proof procedures. Not having a Hong Kong address affects those procedures; check current Education Bureau requirements. The term school-district property is not an official Education Bureau system name.
Not having a Hong Kong address does not limit applications to DSS schools. Parents may still enquire about transfers at schools with vacancies and seek Education Bureau placement assistance. Enquiries do not guarantee a place.
